Vagan belongs in Transportation for Trarthan Scarabs or Fortification for a Trapped Stash containing Enshrouded Uniques in PoE 3.29. The Fortification change does not apply to Ruthless. Choose his division by the reward you want; your budget for POE currency does not change those reward types.

Which Vagan placement fits your goal

Transportation is the relevant placement when you want Trarthan Scarabs, while Fortification targets Enshrouded Uniques. These are different reward categories, so a colour rating on a reward chart should not make the decision for you. Start with the item category you need, then check that Vagan is assigned to its matching division.

For Ruthless, do not plan around the new Fortification reward described here. Its explicit exception means the same Vagan recommendation cannot be carried across both modes.

How Safehouse changes affect the choice

Safehouse Scarab Chests now provide twice as many Scarabs on average. That improves the average quantity available from this reward category, but it does not promise a fixed amount from Vagan's chest or establish Transportation as the more profitable placement.

Trapped Stashes now allow 15 seconds, up from 10. For Vagan in Fortification, prepare to assess the offered items within that limit. The longer timer gives you more time to choose, not a guarantee of a particular Unique.

Check Vorici's rank when planning Fortification

Vorici's first two Fortification rewards serve different socket goals. Rank 1 reforges socket count 100 times and retains the result with the most sockets. Rank 2 reforges socket colours 25 times and retains the result with the greatest number of non-white socket colours. Check both his division and rank before preparing an item for either bench.

Before committing resources to POE goods, write down your immediate reward goal and use it to choose Vagan's intended division. Then check your mode and, when a socket craft is part of the same plan, Vorici's rank before proceeding.
